Born Tirunellai Narayana Iyer Seshan on December 15, 1932, in Thirunellai, Palakkad district of Kerala, he joined the Indian Administrative Service in 1955 from Tamil Nadu cadre.

After serving in several posts including as the Cabinet Secretary of India in 1989, Seshan was appointed as CEC by the then Prime Minister Chandrashekhar.
